In reply to Earl Granville, I am to acquaint you that in accordance with his Lordship's suggestion, the vital intelligence received from Sir H. Parker on the subject was telegraphed to Hongkong on the 27th instant; and I am to state that a reply was received from the Officer Commanding at Hongkong on the 29th reporting that native newspapers which had published the proclamation were being criminally prosecuted.
